Township of Esquimalt Recreation Strategic Plan
The Township of Esquimalt is currently reviewing its recreation programs, services, and facilities to understand what is working well and where improvements can be made. This review is part of the development of a Recreation Strategic Plan, which will guide the planning, delivery, and maintenance of recreation programs, services, and facilities in Esquimalt in the years ahead. The survey is one of the key components of the community engagement process and will help ensure the Strategic Plan reflects local values, accessibility needs, and future priorities. Community Conversations
The Township of Esquimalt lies within the Traditional Territory of the Xwsepsum Nation and Songhees Nation. Recreation planning takes place within this context, and the Township is committed to considering Indigenous perspectives as part of the planning process.
About Recreation in Esquimalt
Recreation in Esquimalt includes a wide range of programs, services, facilities, and outdoor spaces that support physical activity, social connection, and community well-being. This study focuses on Esquimalt’s existing main recreation facilities including Archie Browning Sports Centre, Esquimalt Recreation Centre, and the Gorge Park Pavilion to identify current strengths, challenges, and gaps that should be addressed to accommodate a growing population and evolve with recreation trends. The project will also consider how recreation planning aligns with existing Township initiatives related to accessibility, climate resilience, active transportation, and long-term growth.
Project Background
In 2025, the Township issued a request for proposals to retain a consultant to complete a Recreation Strategic Plan. The project is informed by existing Township policies and background studies and includes community engagement as a key component.
The goal of the study is to provide staff with an understanding of Esquimalt’s current and future needs of its recreational services and facilities, ensuring that the recreation system remains inclusive, accessible, and aligned with community needs as the population grows and recreation trends evolve.
Community Survey
We are asking residents to share their experiences with and perspectives on recreation in Esquimalt, including participation in recreation programs and activities, satisfaction with facilities and services, barriers to access, and priorities for future improvements and investment.
The purpose is to gather community input to inform overall strategic direction and priority-setting for recreation in Esquimalt.
The survey will be open from February 11 to March 11, 2026.
Survey results will be summarized and used alongside background research, policy review, and open houses to inform the Draft Recreation Strategic Plan.
